Procurement plays an important role in everyday government business activities in terms of communications and connectivity with stakeholders. Specifications, the scope of work, and terms of reference are critical to the procurement planning process because through these the purpose is conveyed, and these give clarity to the stakeholders. This course aims to impart basic knowledge about technical specification writing, different types of specifications, and how it is developed. Sources of specifications, effective characteristics, and their different types will be identified and information on what to be included in the specifications writing for procurement will also be provided.
By the end of the module, the participants shall:
Define technical specification;
Recognize technical specification writing for the procurement of goods and services, scope of work for infrastructure projects, and terms of reference for consulting services; and
Apply some tips in specification writing.
